Directs the departments of Agriculture and Markets, Environmental Conservation, and Economic Development to establish a New York native plant seed supply, development and enhancement program.

Program aims to increase native plant seed production at state nurseries, expand use of native seeds in public land management and habitat restoration projects, and ensure commercial availability at reasonable cost.

Requires commissioners to promulgate rules and regulations within one year of the effective date, including an initial list of eligible native plant species.

Authorizes program funding (subject to appropriation) for state-managed growing operations or support to private entities that increase native plant seed supply.

Mandates the state use native plant seeds whenever possible and practicable in public land management, roadside landscaping, reforestation, pollinator promotion, habitat restoration, and maintenance on state lands.
