Creates a feebate program for medium and heavy duty vehicles (gross vehicle weight rating over 10,000 pounds) registered on or after the effective date, designed to be revenue neutral.

Levies efficiency fees on covered vehicles with fuel economy below 10 MPG or MPGe, ranging from $10,000 (7-10 MPG) to $45,000 (fewer than 3 MPG).

Provides efficiency rebates to covered vehicles with fuel economy at least 10 MPG or MPGe, ranging from $45,000 (10-20 MPG) to $150,000 (30+ MPG).

Requires the commissioner to annually review and recommend adjustments to fee and rebate amounts in consultation with environmental conservation and energy development officials to maintain revenue neutrality.

Mandates public awareness campaigns, dealer notification requirements, and annual reporting to the legislature on program revenues, costs, vehicle registrations, and fuel economy data, with implementation effective three years after enactment.
