Amends the alcoholic beverage control law to allow the authority to issue a retail on-premises consumption license for a specific property in Saratoga Springs, despite its location within 200 feet of a church, synagogue, or place of worship.

Applies exclusively to a defined parcel of land in the city of Saratoga Springs, Saratoga County, bounded by Washington Street and adjacent properties formerly owned by Peter V. Wiggins and Edward R. Stevens.

The exempted premises must be used for the sale of food or beverages at retail for on-premises consumption.

References an exclusive easement granted by the Universal Baptist Church of Saratoga Springs to Saratoga Springs Universal Preservation Hall, dated January 26, 2004 and recorded in the Saratoga County Clerk's Office on February 25, 2004.

Takes effect immediately upon enactment.
