Amends Education Law Section 804 to require all schools include instruction on prevention of co-occurring disorders (mental health issues combined with misuse/abuse of alcohol, tobacco, and other drugs) as an integral part of health education programs

Instruction must be designed according to student needs and abilities at successive grade levels, focusing on mental health maintenance, healthy decision-making, understanding pathways to substance misuse/addiction, and preparing students for healthy lives

Authorizes the Education Commissioner to consult with the Advisory Council on Underage Alcohol Consumption and Youth Substance Abuse and the Adolescent Suicide Prevention Program when developing curriculum

Takes effect July 1 following enactment, with rules and regulations for implementation authorized to be adopted immediately
