Chief administrative judge of the New York unified court system must conduct a comprehensive study on the housing court guardian ad litem program in consultation with relevant state agencies and the NYC human resources administration.

Study shall analyze the total number of guardians ad litem appointed in New York state during fiscal years 2024 and 2025.

Study shall examine the number of guardian ad litem appointments reimbursed by municipal, state, federal agencies or charitable organizations, and provide a complete accounting of all funding streams and budget allocations for the program.

Study shall analyze current guardian ad litem compensation and develop proposals for new compensation structures to improve recruitment and retention.

Chief administrative judge must publish the report to the governor, temporary president of the senate, speaker of the assembly, and both minority leaders no later than July 1 of the year following the law's effective date.
