Establishes licensing requirement for scrap processors and vehicle dismantlers to purchase used or scrap catalytic converters, effective January 1, 2025.

Requires all new and used motor vehicles sold by retail dealers to have catalytic converters indelibly marked or engraved with unique serial numbers, with dealers maintaining records of vehicle identification numbers and serial numbers.

Mandates scrap metal processing facilities to record purchase dates, seller identity and address, obtain copies of government-issued photographic identification from sellers, and record unique identification numbers on catalytic converters.

Requires all scrap metal processing facilities to install and maintain electronic video recording systems at customer scales and points of sale by June 1, 2025, retaining records for at least 120 days.

Increases penalties for violations from maximum $200 fine to $1,000 fine and/or 15 days imprisonment for first offense, and $5,000 fine and/or one year imprisonment for repeat offenses within two years.

Authorizes insurance companies to provide actuarially appropriate premium reductions for comprehensive, collision, and property damage liability coverage on vehicles with marked catalytic converters.
