Amends education law to require the commissioner of education to develop and annually update substance use prevention and recovery resource materials in consultation with the office of addiction services and supports.

Materials must use research-proven, interactive teaching methods and technologies, and be distributed to all school districts and posted on the department website.

Resource materials shall include scientific and social-emotional learning content on drug use risks, specific information on prescription pain medication and heroin abuse, and age-appropriate, medically accurate information on substance use prevention and recovery.

Materials must provide guidance on incorporating lived experiences, involving parents, caregivers, healthcare providers and community members, and creating culturally representative instruction for diverse student populations.

Resources shall cover harm reduction including abstinence and overdose response with opioid antagonists and fentanyl test strips, adverse childhood experiences, racial and ethnic health inequities, and non-punitive coping strategies.
