Establishes an optional transportation subsidy through public schools to fund student transportation to qualified swimming and water safety instruction courses at private facilities.

Eligibility for the subsidy is limited to schools where fewer than ten qualified facilities exist within 2.5 miles (in cities of one million or more) or within five miles (outside such cities).

All students in grades kindergarten through twelve at eligible public schools may opt into the subsidy upon providing proof of enrollment in an eligible instruction program at a qualified facility.

The Department of Education must define qualifications for courses and facilities in consultation with the Department of Health, and establish regulations for eligible transportation types, parent transportation eligibility, and subsidy distribution methods.

The act takes effect ninety days after becoming law.
