Adds ovarian cancer to existing breast cancer research and education initiatives in New York state law, including membership requirements for the Health Research Science Board.

Expands the "Breast and Ovarian Cancer Research and Education Fund" (established in state finance law) to explicitly include ovarian cancer alongside breast cancer for research and educational projects.

Modifies tax law sections 209-D and 627 to allow taxpayers to contribute to breast and ovarian cancer research through voluntary donations on state income tax returns.

Updates the "Drive for the Cure" distinctive license plate program under vehicle and traffic law to include ovarian cancer (along with existing breast, prostate, and testicular cancer) with $12.50 from each $25 annual service charge directed to the breast and ovarian cancer research fund.

Requires state agencies to collect and report data relevant to breast, ovarian, prostate, and testicular cancer research; effective 60 days after the bill becomes law.
