Allows absentee voters to submit marked ballots via electronic mail to the state board of elections using the electronic absentee ballot transmittal system, with voters taking an oath in the email.

Eliminates the requirement that special federal voters' original completed applications and ballots must be returned by mail or in person, allowing electronic submission methods to satisfy filing requirements.
