Amends Article 4, Section 6 of the New York State Constitution to establish a process for filling lieutenant-governor vacancies through gubernatorial appointment with confirmation by majority votes in both the Senate and Assembly.

Requires the governor to make an appointment within 45 days of a lieutenant-governor vacancy and both chambers to vote on confirmation within 45 days of the appointment.

If the appointee is rejected by either chamber, the governor must nominate a new candidate within 30 days, with confirmation votes required within 30 days of the new appointment.

Extends the succession line for acting governor by adding the Comptroller (succeeds Speaker of Assembly), Attorney General (succeeds Comptroller), and Secretary of State (succeeds Attorney General) if those officials are unable to serve.

Requires the amendment to be referred to the first regular legislative session after the next general election and published for 3 months before that election, per constitutional requirements.
