Increases the minimum required instructional days in New York school years from 180 to 200 days for all public schools, including schools in New York City, charter schools, and prekindergarten programs.

Adjusts apportionment reduction calculations to account for the new 200-day requirement, reducing aid by one two-hundredth for each day less than 200 days that schools are in session (previously one one-hundred eightieth for 180 days).

Modifies retirement service credit calculations for school employees in the New York State and Local Employees' Retirement System to divide days worked by 200 (instead of 180) for service rendered after the effective date of this chapter.

Permits school districts to schedule teacher conference days during the first two weeks of August and count them toward the 200-day requirement, subject to collective bargaining agreements.

Takes effect July 1 of the year following enactment, with authorization for immediate regulatory changes necessary for implementation.
