Expands eligibility for World Trade Center (WTC) disability benefits to include individuals who did not have active membership in the New York State and Local Employees' Retirement System or New York State Teachers' Retirement System at the time of their WTC participation but are now active members with at least ten years of service credit.

Provides eligible members with a performance of duty disability retirement allowance equal to three-quarters of final average salary for qualifying WTC-related conditions determined to have been incurred in performance of duty.

Amends sections 605 and 507 of the Retirement and Social Security Law to include the newly eligible participant category in disability benefit provisions.

Applies retroactively to approximately 50 active members who previously filed WTC benefit applications and were rejected due to not being members at the time of their participation in WTC operations.

Costs to be borne by the State of New York under Section 25 of the Retirement and Social Security Law, with estimated per-applicant cost up to 4 times final average salary; takes effect immediately upon enactment.
