Establishes a "gate money program" providing monthly stipends to incarcerated individuals released from New York state correctional facilities after serving a minimum of six months.

Stipends shall be no less than $425 per month for up to six months, with a maximum aggregate amount of $2,550 per individual, adjusted annually for inflation based on the consumer price index.

Initial payment made in cash or check immediately upon release, with subsequent monthly payments made by the community supervision agency on the first of each month.

Stipend payments do not count as income when determining eligibility or benefit amounts for public assistance programs.

Appropriates $25,000,000 from the state general fund to establish a dedicated "gate money fund" to support the program, effective 180 days after the bill becomes law.
