New York State Energy Research and Development Authority must prepare a report with recommendations for establishing microgrids at critical facilities, in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services

Report must address whether microgrids should be established at hospitals, first responder headquarters (police and fire stations), emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical facilities

Authority shall identify geographic priority areas for microgrid establishment based on history of severe storm damage and consideration of disadvantaged communities as defined in Environmental Conservation Law

Authority must evaluate available or necessary funding mechanisms for microgrid establishment

Final report must be submitted to the Governor, Senate Temporary President, and Assembly Speaker within one year of the act's effective date
