Removes the time restriction requiring charter schools to have commenced instruction or expanded grade levels on or after the 2014-2015 school year to be eligible for rental assistance funding.

Makes all charter schools in New York City with one million or more inhabitants eligible to request co-location in public school buildings and receive rental assistance funding.

Implements a phased funding schedule for charter schools that operated prior to the 2014-2015 school year, with payments increasing from 20% in 2024-2025 to 100% by 2028-2029.

Maintains the existing formula for rental assistance payments as the lesser of actual rental costs or 30% of the product of the charter school's basic tuition and current year enrollment.

Preserves appeal procedures including binding arbitration, expedited appeal to the commissioner, and special proceedings under Civil Practice Law and Rules.
