Amends Section 24 of Article 6 of the New York State Constitution to allow impeachment proceedings to continue even after a person resigns from public office.

Permits impeachment trials to proceed against individuals who have already left office, removing the barrier that resignation previously presented.

Expands the penalty for impeachment to include disqualification from holding any future public office of honor, trust, or profit under the state when a person resigns before final judgment is rendered.

Requires the proposed amendment to be referred to the first regular legislative session after the next general election and published for 3 months before that election, per Article 19 of the constitution.
