Adds red cross vehicles to the definition of authorized emergency vehicles under Vehicle and Traffic Law Section 101

Defines red cross vehicles as those owned or leased and operated by the American National Red Cross or any chapter or branch thereof, and equipped and clearly marked as a red cross vehicle

Prohibits operators of red cross vehicles from exercising the privileges set forth in Section 1104 of the Vehicle and Traffic Law

Takes effect immediately upon enactment
