Establishes a pilot program administered by the Secretary of State with assistance from the Division of Housing and Community Renewal allowing designated cities to repair immediately hazardous code violations in buildings when owners fail to do so within a reasonable time.

Requires participating municipalities to enact a local law enabling emergency repairs and bill building owners for repair costs.

Directs the Department of State to provide technical assistance to participating municipalities and prepare a model local law for adoption, published on state websites.

Requires annual reports to the legislature and governor evaluating program effectiveness and recommending whether to continue or modify the program.

Excludes owner-occupied residential dwellings and primary residences from the program; takes effect 90 days after enactment and expires May 1, 2028.
