Establishes a nine-member fetal and infant mortality review board appointed by the NYC Department of Health commissioner, with members representing multidisciplinary experts and the racial, ethnic, and socioeconomic diversity of the city.

Review board shall conduct case reviews of fetal and infant deaths and severe fetal and infant morbidity to assess causes, contributing factors, and preventability, then deliver findings and recommendations to the commissioner.

Review board shall develop and recommend policies, best practices, and strategies to address social determinants of health, reduce fetal and infant mortality and morbidity, and improve health care services and quality improvement methods.

Board members serve three-year terms, meet at least twice yearly, receive expense reimbursement but no compensation, and are indemnified under state law; members may not be disqualified from holding public office.

All case review information shall be de-identified and confidential, excluded from court proceedings and child abuse reports, and not discoverable as evidence; board shall issue annual public reports on findings and recommendations.
