Commissioner of Corrections must establish and maintain an annual heat mitigation plan to ensure incarcerated individuals and correctional staff can stay cool, hydrated, and safe during high heat temperatures.

Heat mitigation plan must include industrial fans, water, ice, shower access, stocked commissaries with personal fans before summer, temperature monitoring in housing and program areas, and shade on exercise yards.

Commissioner must develop a timeline to establish cooling stations and provide evaporative fans to each correctional facility as part of the heat mitigation plan.

Department of Environmental Conservation's extreme heat action plan work group must analyze the impact of extreme heat on incarcerated individuals and prison staff and address their specific needs in the work group's long-term heat adaptation plan.

Act takes effect 90 days after becoming law, with immediate authorization for necessary rule and regulation changes to implement by the effective date.
