Amends New York Energy Law to require all heavy distribution centers (50,000+ sq ft used for warehouse and e-commerce fulfillment activities) to install electric vehicle charging stations on and after the effective date.

Defines "heavy distribution center" as a facility that receives shipments and redistributes goods for e-commerce orders, excluding manufacturing facilities and food storage warehouses.

Directs the Secretary of State, in consultation with the New York State Energy Research and Development Authority, to prescribe the required number of charging stations per facility proportional to warehouse size and needs in the state energy conservation construction code.

Subjects warehouse operators in violation to penalties prescribed in section 11-108 of the Energy Law.

Takes effect 180 days after becoming law, with authority to implement necessary rules and regulations immediately.
