Authorizes New York State residents to request distinctive "POW-MIA" motor vehicle or motorcycle license plates with a design approved by the commissioner of motor vehicles.

Imposes an additional annual service charge of $25 per POW-MIA plate beyond the regular registration fee, with charges up to $6,000 annually deposited to the Department of Motor Vehicles distinctive plate development fund for production, design, advertising and marketing.

Establishes the "POW-MIA awareness fund" to receive service charges exceeding $6,000 annually, with moneys expended only for POW-MIA public education and awareness campaigns and veteran services by Rolling Thunder New York chapters approved by the state division of veterans' services.

Requires a $6,000 surety bond from a qualified surety company before plate design and production, unless the department receives at least 200 pre-orders with applicable service charges within a specified timeframe.

Takes effect 180 days after enactment, except section 3 (surety bond requirements) takes effect immediately; authorizes rule and regulation changes necessary for implementation.
