Allows physicians, physician assistants, nurse practitioners, registered professional nurses, and midwives licensed in good standing in other states or territories to provide reproductive health services in New York while their New York license application is pending.

Requires out-of-state licensed professionals to submit an application for New York licensure, a letter declaring intent to provide reproductive health services, and employer or health care entity confirmation of employment/contract, start date, and service location.

Permits out-of-state professionals to continue practicing until their New York license or certification is approved or denied.

Excludes practitioners licensed in states or territories with substandard or nonconforming professional licensing requirements, as determined by the commissioner.

Requires all practitioners to comply with applicable licensure and regulatory requirements and practice within the scope of their license.
