Directs the Department of Veterans' Services, with assistance from the Division of Small Business, Department of Labor, and other agencies, to develop and maintain a searchable directory of veteran-owned business enterprises categorized by labor, services, supplies, equipment, materials, and construction trades.

Requires the Office of General Services to create and regularly update an internet-based, searchable centralized state database of veteran-owned businesses and post it on their website for public access.

Defines "veteran-owned business enterprises" as businesses at least 51% owned and controlled by veterans with active duty service discharge under conditions other than dishonorable, marking service-disabled veteran-owned businesses with a special symbol in the directory.

Establishes a registration process for veteran-owned businesses to be included in the directory and database, with the Department responsible for verifying eligibility and developing rules for approval, denial, and revocation of veteran-owned business status.

Requires the Department and Office of General Services to conduct outreach to notify veteran-owned businesses of the directory and database, and mandates seminars at regional sites at least four times per year to provide registration information and procurement guidance.
