Requires the New York State Commissioner of Transportation to ensure climb deterrent fencing is installed on all bridges under the jurisdiction of the New York State Bridge Authority.

Defines "climb deterrent fencing" as fencing designed to prevent climbing and grip, featuring welded wire mesh panels, tightly spaced wires, and spike collars.

Mandates the Bridge Authority construct and install climb deterrent fencing on all bridges under its jurisdiction through contracts supervised and approved by the transportation commissioner.

Takes effect three years after enactment and applies to construction contracts entered into on or after the effective date.

Authorizes the transportation commissioner to adopt necessary rules and regulations for implementation immediately upon enactment.
