Amends Vehicle and Traffic Law to authorize the parking violations bureau to adopt rules and regulations for electronic appearances at parking violation hearings.

Allows persons charged with parking violations to enter a plea of not guilty and request a hearing either in person or through electronic appearance, either personally or through an authorized representative.

Permits pleas to be entered in person at any parking violations bureau office, via first-class mail, or electronically on the bureau's website.

Requires the parking violations bureau to accept electronic submission of documentation and evidence for all hearings, adjournment requests, and other requests up until the scheduled hearing date and time, with submissions maintained as a permanent record for a minimum of eight years and three months.

Mandates that video recordings be made contemporaneously with any electronic appearance or hearing and may be introduced as evidence in any future proceedings relating to the violation; electronic signatures and notaries are treated the same as printed material and physical filings.
