Amends the definition of "surplus agricultural products" under the Nourish New York program to include New York grown, produced or harvested whole milk, two percent fat milk, and other farm produced beverages, excluding alcoholic beverages.

Expands the definition of "processed products" to include agricultural commodities that have been pasteurized or boiled, in addition to existing processing methods like butchering, freezing, and canning.

Maintains the requirement that processed products must contain at least 51 percent by weight or volume of New York state-grown, produced or harvested agricultural products, regardless of where the processing occurs.

Takes effect immediately upon enactment.
