Enacts the Interstate Medical Licensure Compact as Article 169 of New York Education Law, creating a streamlined process for physicians to obtain expedited licenses in multiple member states.

Establishes eligibility requirements for expedited licensure, including graduation from accredited medical schools, passing medical licensing exams within three attempts, completion of approved graduate medical education, specialty certification, and a clean disciplinary and criminal history.

Creates the Interstate Medical Licensure Compact Commission composed of two voting representatives from each member state to administer the compact, establish rules, collect fees from member states, and oversee the licensing process.

Requires physicians to designate a "state of principal license" based on their principal residence, practice location, employer location, or federal tax residence, and establishes automatic disciplinary coordination whereby action against a physician's license in one member state affects licenses in all other member states.

Takes effect immediately and is deemed effective as of April 1, 2024; requires compact enactment by at least seven states to become effective and binding.
