Extends the expiration date of sections one and two of chapter 461 of the laws of 2017 from six years to nine years after the effective date for public works bids and contracts.

Maintains the requirement that contractors and subcontractors debarred under federal Davis-Bacon Act provisions remain ineligible for public works contracts as long as they appear on the federal debarred contractors list, even after the act expires.

Does not apply retroactively to public works contracts previously issued or existing with the state, municipal corporations, public benefit corporations, or public bodies.

Includes a work group provision to study and make recommendations regarding appropriate payment of supplements to construction workers.
