Prohibits counting signatures on designating petitions for U.S. House of Representatives and party positions elected from congressional districts if signed before February 29, 2024, while allowing signatures for other offices made under the existing timeline to be counted.

Freezes election district lines as of February 27, 2024 and prohibits changes unless an election district is bisected by a new congressional district boundary line.

Requires candidates petitioning for party positions from altered election districts to be deemed candidates from the new district with the largest population share, which retains the original district number.

Designates the smaller portion of a bisected election district with no party position elections in 2024, with vacant positions to be filled by the county committee upon reorganization.

Expires December 31, 2024, with all provisions deemed repealed on that date.
