Prohibits law enforcement officers from initiating traffic stops solely for eight specified minor vehicle violations: failure to display inspection certificate, certain headlight/taillight defects, tinted windshields, objects hanging from rearview mirrors, missing brake lights, expired registration, improperly displayed license plates (if number is visible), and failure to signal turns or lane changes.

Requires law enforcement officers who witness these violations to mail warning letters to the vehicle owner instead of conducting a stop.

Makes evidence obtained from traffic stops violating this restriction inadmissible in criminal proceedings under Criminal Procedure Law section 710.20.

Requires corroboration by video recording or non-law enforcement evidence for evidence obtained in other vehicle and traffic law violations to be admissible in criminal proceedings.

Takes effect January 1 following the date the bill becomes law.
