Requires the New York City Economic Development Corporation to immediately begin proceedings and capital projects for installing shore power capability at the Manhattan Cruise Terminal, in consultation with the Department of Public Service, Department of Environmental Conservation, Con Edison, and other relevant state agencies.

Mandates completion of electrification and availability of shore power for vessels at the Manhattan Cruise Terminal by December 31, 2030.

Directs the NYC Economic Development Corporation and New York Power Authority to conduct a competitive award process to facilitate the electrification project.

Requires the Department of Environmental Conservation to issue rules and regulations establishing shore power requirements for at-berth emission reductions, exempting government and military vessels, and establishing fines and penalties for operator violations.

Expires on January 1, 2031 or upon completion of the electrification project, whichever is later, and does not modify any applicable federal laws or U.S. Coast Guard regulations.
