Requires all state employees, political subdivisions, public authorities, and members of the legislature to conduct annual implicit bias training designed to help individuals recognize and limit the influence of their implicit biases.

Mandates that copies of implicit bias training programs be filed with the department for review and oversight.

Requires the governor, lieutenant governor, attorney general, comptroller, state legislature members, and legislative employees to attend mandatory annual management training that includes diversity training.

Makes management training available to all other state employees and employees of elected officials on a voluntary basis.

Takes effect January 1 of the year following enactment, with authority granted to develop necessary rules and regulations for implementation.
