Establishes the New York state veteran's memorial and monument registry to be developed and maintained by the Department of Veterans' Services in collaboration with the military museum, parks department, general services, state historian, and local veteran organizations.

Creates a searchable and filterable database of dedicated veteran monuments and memorials statewide, including location, history, significance, images, and authorization information, searchable by location, conflict era, battle, and other criteria.

Requires counties, cities, towns, and villages to submit memorial information to the department within 120 days of a public request, except municipalities with a population of one million or more, which have one year to respond.

Mandates the registry be updated within 60 days of the department receiving information on any veteran's memorials and monuments.
