Allows employees to take up to 4 hours of leave per day during a school year to attend school conferences or classroom activities for their child if the event cannot be scheduled outside work hours, without facing negative employment action.

Applies to employers with 50 or more employees in New York, including state agencies, local governments, school districts, corporations, partnerships, and nonprofit organizations.

Requires employees to exhaust accrued vacation, personal, and compensatory leave before using this leave, and to provide written notice at least 7 days in advance (24 hours for emergencies).

Mandates schools schedule regular conferences and activities during both regular school hours and evening hours, and provide documentation of attendance upon request.

Establishes penalties of up to $1,000 per violation for non-compliant employers and requires reversal of any negative employment actions taken in violation of this act.
