Prohibits insurers from imposing surcharges or increasing premiums on automobile insurance policies solely because the vehicle is used for volunteer social service transportation by nonprofit charitable organizations or government agencies.

Excludes individually-owned private passenger vehicles used for volunteer social service transportation from the definition of "livery vehicles" under vehicle and traffic law.

Adds individually-owned private passenger vehicles used for volunteer social service transportation to the list of vehicles excluded from transportation network company regulations.

Takes effect 30 days after becoming law, with insurance policy provisions applying to policies issued or delivered on and after the effective date.
