Establishes a study committee to examine the feasibility of creating and funding a kindergarten to college/career (K2C/C) ready program and universal college savings account to promote financial literacy among low and moderate income families.

Committee shall comprise five Assembly members (appointed by the Speaker, including representatives from children and families, education, ways and means, and banks committees) and one Senate member (appointed by the Temporary President of the Senate).

Committee must review existing K2C/C programs in San Francisco and similar programs in Ohio, Nevada, Washington, and elsewhere; determine projected kindergarten enrollment; contact financial institutions; and develop a New York proposal with cost estimates and administrative guidelines.

First committee meeting must occur within 45 days of the act's effective date; committee must submit findings and legislative recommendations by November 1, 2024.

Act takes effect immediately and is repealed November 1, 2024.
