Removes the prohibition on public employees and employee organizations from causing, instigating, encouraging, or condoning strikes, while maintaining a ban on strikes themselves.

Eliminates the mandatory payroll deduction penalty (twice daily rate of pay) for employees found to violate strike prohibitions and replaces it with discretionary disciplinary action.

Changes strike violation procedures by making burden of proof fall on employers during hearings and limiting penalties to fines of no more than $50 per day per striking employee organization.

Prohibits courts from imposing additional penalties including incarceration or contempt fines for strike violations, making stated penalties the sole and exclusive remedies available.

Repeals Section 211 of the Civil Service Law and Section 751 of the Judiciary Law relating to strike penalties.
