Amends Highway Law Section 58 to modify state liability for damages from highway defects between November 16 and April 30 by requiring the state to be liable if a defect was reported by telephone or online to the Department of Transportation and not repaired within 14 days.

Maintains existing state liability exemptions for damages from defects between May 1 and November 15 on state-maintained highways, and preserves the state's exemption from liability for defects in bridges it does not control.

Requires the Transportation Commissioner to establish an interactive website allowing the public to report defects and potholes on the state highway system and New York State Thruway.

Mandates the website display all reported defect and pothole locations until repairs are completed and provide notification to reporters when repairs are finished upon request.

Takes effect 120 days after the bill becomes law, with authority to adopt necessary rules and regulations immediately upon enactment.
