Amends the not-for-profit corporation law to add community gardens as a permitted use under the hierarchical ranking of priorities for land bank property.

Allows foreclosing governmental units to establish community gardens as part of "purely public spaces and places," making it the highest priority use category for conveyed real property.

Applies to land banks created by single or multiple foreclosing governmental units through local law, resolution, ordinance, or intergovernmental cooperation agreement.

Takes effect immediately upon enactment.
