Proposes amendment to Section 3 of Article 14 of the New York State Constitution to allow conveyance of approximately 1.2 acres of forest preserve land to the town of Montague, Lewis County for public use and expansion of the town barn.

Requires the town of Montague to convey approximately 26 acres of land to the state for incorporation into reforestation lands in exchange for the state land.

Makes the land transfer conditional on legislative approval prior to actual transfer of title and requires the legislature to determine that the property received by the state is at least equal in value to the land conveyed by the state.

Amendment must be referred to the first regular legislative session after the next general election of assembly members and published for 3 months before such election, per Article 19 of the Constitution.
