A.9413 - Livable New York Act

• Establishes a $3 billion "Livable New York Fund" with two accounts: one for energy efficiency transition programs and one for housing development subsidies and code enforcement.

• Prohibits replacement of fossil fuel heating/cooling systems after December 31, 2029 (buildings under 10,000 sq ft) and December 31, 2034 (buildings 10,000+ sq ft) with systems emitting 25+ kg of CO2 per million BTUs.

• Creates an energy efficiency transition program providing full-cost funding for disadvantaged communities and low-income households to convert to electric heat pumps and other high-efficiency systems, with up to $50,000 per unit available for privately-owned housing.

• Establishes a housing development subsidy program targeting creation of 10,000 new affordable units annually at 40% area median income, with rent increases capped at 2% annually and requiring prevailing wages and project labor agreements.

• Requires minimum wage compensation for incarcerated workers, establishes formerly incarcerated wage subsidy programs and training initiatives, creates a 15% tax credit for employers hiring recently released individuals, and imposes tenant protections limiting evictions related to energy efficiency improvements.
