Amends Education Law Section 2590-c to allow borough presidents to remove community district education council members they appointed for criminal wrongdoing or misconduct, as defined by the chancellor.

Maintains existing removal provisions for council members who have three unexcused absences from council meetings.

Requires the community council to declare a vacancy to the chancellor once a borough president removes an appointed member for criminal wrongdoing or misconduct.

Applies the same removal provisions to community board members appointed by borough presidents.

Takes effect immediately upon enactment.
