Authorizes the City of Buffalo to offer an optional twenty-year retirement plan under section 384-d of the Retirement and Social Security Law to firefighters Rhiannon Maguire and Jeffrey Brett, who missed the deadline due to reasons not attributable to their own negligence.

Requires the City of Buffalo to file a resolution with the state comptroller within nine months of the act's effective date, certifying that the firefighters did not bar themselves from participation through negligence.

Allows the two firefighters to elect coverage under sections 384-d and 384-e of the Retirement and Social Security Law by filing a request with the state comptroller within one year of the act's effective date.

All employer past service costs shall be borne by the City of Buffalo, with an option to amortize costs over a ten-year period at approximately $45,600 annually, or pay a lump sum of approximately $357,000.

Act takes effect immediately upon enactment.
