Establishes a nine-member advisory board within the Department of Corrections to recommend emergency management release plans for use during state disaster emergencies declared by executive order.

Advisory board composition includes the corrections commissioner, health commissioner, homeland security director, two formerly incarcerated individuals, three governor-appointed members (including a corrections officer and emergency planning expert), and an attorney appointed by the attorney general.

Department must develop and implement facility-specific emergency release plans within one year of receiving advisory board recommendations, with annual updates and at least triennial facility visits by the board.

Incarcerated individuals may be considered for emergency release based on criteria including terminal illness, medical vulnerability, age over 55, primary caregiver status, pregnancy, completion of at least 50 percent of sentence, or scheduled release within 18 months.

Department must notify the governor, advisory board, and legislature within 48 hours of a declared emergency with certification of released individuals and factors used in eligibility determinations; individuals released during emergency cannot be remanded upon emergency termination.
