Amends New York Education Law by adding Section 2131 to define "chief financial officer of a school district"

Establishes that the position includes assistant superintendents for business, school business administrators, school business officers, and similar officials who report directly to the superintendent

Requires the chief financial officer to hold either appropriate state department certification (school district administrator, school business administrator, school district business leader, or equivalent) or serve in a civil service position with similar title

Takes effect July 1st following the date the bill becomes law
