Mandates all tow trucks operating in New York be equipped with shovels, brooms, and debris containers for cleanup purposes.

Requires towers to clean up spilled oil, coolant, or gas using department-approved liquid absorbing substances, with cleanup services included in the towing fee at no additional charge.

Permits towers to request assistance from fire departments or hazmat teams for excessive oil or toxic chemical spills, and exempts municipalities from responsibility for removing damaged municipal property.

Establishes civil penalties of $100 to $500 per violation, enforceable by the Attorney General or municipal officials, with collected penalties retained by municipalities; takes effect 30 days after enactment.
