Prohibits appointment to any permanent, temporary, or provisional position in New York State civil service for persons with membership or affiliation with organizations on the federal terrorism watch list or listed on the U.S. Department of Justice terrorist screening database.

Makes ineligible for state civil service appointment any person who carried out, participated in, planned, financed, provided material support to, or facilitated attacks against Israel by Hamas beginning October 7, 2023.

Requires all persons appointed to state civil service positions after the effective date to sign a sworn statement of compliance with the new restrictions.

Specifies that false statements in the compliance statement are punishable as a class A misdemeanor under Penal Law section 210.45.

Takes effect immediately upon enactment.
