Expands eligibility for living donor expense reimbursement to include donors who are state residents OR donors making donations where the ultimate recipient (directly or through paired donation) is a state resident.

Eligible reimbursable expenses include lost wages (including non-employment income), sick or vacation days used, travel and lodging, child care and elder care costs, and medication and care costs associated with donation surgery not covered by insurance.

Limits reimbursement for lost wages to four weeks maximum unless special circumstances apply (such as physical labor requirements), with an absolute cap of eight weeks.

Allows commissioner to impose reasonable limitations on wage reimbursement for donors earning over $125,000 annually and on total reimbursement exceeding $14,000 per donor.

Takes effect immediately upon enactment.
